Puerto Rico streamlines media with new software

The office of Puerto Rico’s governor, Hon. Aníbal Acevedo-Vilá, is using Volicon’s Observer desktop media monitoring system to keep abreast of news about the administration and various government agencies. The Volicon Observer, which was installed by RBG Broadcast Services as part of a major overall of the office’s monitoring operations, allows Governor Vilá and his advisors on-demand access to live and archived video content from anywhere in the world.
“The Volicon Observer has helped bring about a sea change in terms of how news content is managed at Governor Vilá’s office,” said Abner Serrano, consulting engineer, RGB Broadcast Services. “Combined with the radio and print elements of the overall system, it provides an efficient, comprehensive solution for the office’s news monitoring needs.”
Governor Vilá’s Central Communications Office had been recording and editing daily broadcasts of several local television and AM radio channels onto VHS and audio tape. Additionally, staff members were responsible for assembling print clippings from approximately five newspapers a day. Because of this, the governor and his advisors could only receive briefings late each night -- and in the form of numerous VHS and audio tapes and one large book of print clippings. Older stories were only searchable through a manual archive.
The Observer uses Volicon’s video processing technology to allow users simultaneous access to multiple channels of live and archived content from their desktop using a Microsoft Internet Explorer-compatible interface. At the governor’s office, things are now divided into video, radio, and print components.
Replay Radio software records and stores radio content in MP3 files while Liberty IMS -- which forms the backbone of the system -- converts print documents into searchable electronic data. The Observer captures all the video elements of the system, converting them into extracted AVI files, which it automatically transfers to Network Attached Storage for 90 days.
Users can search for video directly from their desktops. Searches can be narrowed to specific news channels, periods of time, and even government agencies. Video reports can be generated at any time for viewing anywhere in the world from a Web-based interface.
